Chester County Projected Versus Actual Release
A projected date is a calculation based on the legal sentence and the custodian’s current data. The starting facts include the effective sentence, offense date, felony range or classification, concurrent or consecutive alignment, pretrial jail credit, and any mandatory minimum. TDOC Sentence Management applies state rules for a person in the Tennessee prison system. Chester County Jail applies the judgment and any lawful county credit to a local sentence.
Actual release is a completed physical event. The originating agency’s record can show the timestamp, disposition, and destination. A future release eligibility date only marks when parole consideration may first be possible under the governing law. Sentence expiration describes the end of the sentence computation. A parole date can relate to Board action or supervision. None of those terms should be renamed “actual release.”
A pretrial detainee usually has no sentence-based date. Release can turn on posting bond, recognizance, dismissal, a plea, trial, or another court order. A transfer from Chester County Jail to TDOC, USMS, or ICE is a departure from county custody but not a release to the community.
Find Chester County Projected Release Dates
Start the Chester County date search with custody type. A recent county arrest belongs with Chester County Jail and the local court. A Tennessee felony sentence or TDOC supervision belongs in FOIL. - Read the latest signed judgment. Note the offense date, sentence, jail credit, and whether terms run together or one after another.
- For TDOC custody, open Tennessee FOIL. Search by TOMIS or State ID when possible, or use name fields and aliases.
- Open the detail and write down the literal status and date labels. Do not substitute a preferred phrase.
- For a local jail sentence, ask Chester County Jail for the current sentence calculation and ask the clerk for the judgment and later orders.
- Confirm the date with the current custodian. After departure, request the actual release transaction.

FOIL says fields “may” be available, so a lawful Chester County result may lack a photo or date. “Inactive” means there is no active TDOC custody or supervision in the database classification. It is not automatically the date the Chester County Jail released that person. “Incarcerated” after the local jail entry disappears often supports a state transfer, not community release.

Chester County Sentence Date Calculation
The Chester County judgment is the base. Tennessee’s release eligibility statute, §40-35-501, has many subsections tied to the offense, offense date, sentence range, and exclusions. Parole eligibility opens a decision process. It does not promise a grant or release. A favorable Board action can still await plan approval, conditions, detainer resolution, and prison processing.
Section 41-21-236 governs TDOC sentence-reduction credits. Eligible credits can depend on classification, conduct, and program performance. They may be forfeited or restored under lawful procedures. TDOC Policy 502.02 adds administrative context for good-conduct and prisoner-performance credits. A credit cannot erase a mandatory minimum or override a statute that limits release.
Tennessee does not have one percentage that calculates every Chester County sentence. The familiar 85 percent rule applies only to particular offenses and offense dates. Some newer truth-in-sentencing provisions require 100 percent service for listed offenses, with credits affecting only what the specific subsection permits. An aggravated robbery example from one statutory period cannot be applied to a different offense. Match the exact judgment and offense date before citing a percentage.

That official access point can lead to a displayed sentence or release field, but the individual calculation still comes from the judgment and TDOC record.
No Single Chester County Good-Time Rule
Chester County publishes no local good-time policy and no weekend-release policy. That absence is important. State-prison credits under §41-21-236 are different from county work or program credits under §41-2-111. Offense-specific eligibility under §40-35-501 is a third layer. Combining them into one calculator would produce unreliable dates.
Section 41-2-111 can authorize work-related credit for a qualifying county prisoner under its terms. It is not proof that Chester County awards a fixed amount to every inmate. Pretrial jail credit is different again and should appear in the judgment or sentence computation. Ask the jail which local policy applies to the named sentence and request the actual calculation used.
No source establishes that a Sunday expiration always results in a Friday release, or that holidays use a standard early-release rule in Chester County. Ask jail administration how the specific commitment is applied. Afterward, the release timestamp resolves what actually happened.
Why Chester County Release Dates Change
A displayed Chester County date can move because its inputs or legal conditions change. Some changes alter the sentence calculation. Others prevent physical release even when the calculated milestone stays the same. A detainer is a request or legal basis for another authority to take custody. “Released to ICE,” USMS, another county, or TDOC is a transfer, not a community release. The receiving authority must be followed in its own locator or court record.
Chester County Release Systems Compared
Chester County, state, and federal records cover different populations. Chester County Jail holds local pretrial detainees, local sentenced inmates, and people awaiting transfer. The jail and Circuit Court Clerk therefore hold the main Chester County records. TDOC FOIL covers current and former Tennessee felony custody or supervision. A future BOP date is also projected and can move with earned-time recalculation. A BOP location of Released or a past release date means no longer in BOP custody, not necessarily free of state or immigration custody. Federal pretrial custody can involve USMS contract beds, and USMS has no public historical locator like BOP.
Confirm Chester County Actual Release
When the Chester County date approaches, check the custodian rather than relying on a calculation alone. For Chester County Jail, call for present status and request the existing release transaction. Ask whether the person was released to the community or transferred, the actual timestamp, release disposition, and receiving authority. The clerk’s signed judgment confirms the legal basis.
For TDOC, compare FOIL with the institution or Sentence Management record. A parole grant requires more than the Board vote. Plan approval, special conditions, and detainer clearance can still affect departure. For a federal sentence, use the BOP record and federal docket. If an immigration handoff is plausible, the county or prison destination field is the first clue and ICE must confirm its custody.

For a local record request, identify one admission and ask for the booking number, admission timestamp, actual release timestamp, release disposition or code, and the destination or receiving agency when a transfer occurred. A release order or movement file may have a shorter schedule, so ask which existing record Chester County maintains instead of requesting that the jail create a new calculation or list.
Tennessee public-record access is subject to confidentiality, expungement, and the county’s adopted policy. A permanent underlying register does not mean a record must stay on a public website. If a lawful record is unavailable, ask the custodian to state the basis. For a TDOC history that FOIL does not resolve, use the archived-record request and describe the sentence or release material sought. TDOC says archive-search charges may apply and instructs requesters not to send payment with the first request.
Note: Keep both the projected field and final transaction because they answer different questions and may show why the date changed.
