TDOC custody and supervision records can flow through Tennessee VINE. A participating county jail can supply local custody events. Coverage does not turn VINELink into an official Chester County rolling release list, and no verified county 24-hour or 72-hour feed exists. Do not turn a scheduled state date into an actual event. FOIL can contain release eligibility, sentence expiration, parole, or release information, and those labels mean different things. Likewise, a county transfer to TDOC means the person left the Chester County Jail but remained incarcerated. A VINELink event should be paired with the destination or receiving-authority field from the jail record.

Chester County VINE Notification Route

The Chester County Sheriff Community Resources page links “Tennessee Savin – Victims Have a Right to Know” to VINELink. That county-linked route is stronger local evidence than a commercial inmate page. It shows where Chester County directs people for notification access, but it still does not prove that every jail record and every event will appear.

TDOC’s addition to VINE can create a continuous alert path when someone moves from a participating local jail into state custody. “Continuous” here means that a registration may follow agency-supplied events. It does not mean a county release to TDOC is a community release, and it does not make a VINE message an official release certificate. Confirm the local destination with the jail, then read FOIL if the receiving authority is TDOC.

The Sheriff resources page also links the TBI Sex Offender Registry. That registry and the separate TBI Drug Offender Registry apply only to people covered by their own statutes. A result can corroborate a narrow post-custody fact, but neither registry is a list of all Chester County released inmates or proof of the jail’s actual release time.

A status of probation or parole points to community supervision. “Inactive” means no active TDOC custody or supervision under the database classification, not necessarily a Chester County jail release. “Incarcerated” after disappearance from the local jail often points to a transfer into state custody.

VINELink limit: Data can lag, a no-result is inconclusive, and the system does not cover federal prisoners. Confirm every event with the agency that supplied or owns the record.

Chester County VINELink Data Limits

Current custody and release history are different records. A person who has left Chester County Jail will usually disappear from any live roster, but an old VINE event is not guaranteed to remain searchable. Chester County has published no VINE retention period and no county update cadence. The durable sources are the jail register, release transaction, movement record, and court file. Ask for those records when the public result changes or vanishes.

CTAS identifies the county sheriff Inmate/Jail Register as a permanent series. Its core fields include name, charge, commitment date, and release date. Movement and booking-log material can distinguish transfer from community release and generally has a separate five-year schedule. These schedules guide county recordkeeping, but local record names and implementation can differ. They do not promise that a VINELink screen or web roster remains online forever.

Chester County notification data also deserves care. Search by only the identity details needed to select the correct public record. Never publish a notification PIN, phone number, email address, full date of birth, or private alert confirmation. If an alert seems wrong, report the issue to the agency that supplied the event. The sheriff corrects a county jail record, TDOC corrects state data, and the service can address registration delivery. One system cannot rewrite another agency’s source file.

A Chester County no-result should trigger a narrower fallback, not a guess. Check spelling and agency first. Then call the jail for present status, search FOIL for a state felony transfer, and use the court judgment to identify the legal disposition.
